Just joined, would like some sort of general rules and advice on RPing and all that other stuff.
Also, i'm looking for a small, active region to join.

At the top of each of the forums are a handful of "sticky" threads. Generally, the first few posts contain extremely useful information, and sometimes that continues throughout the thread.
If you're looking for RP advice, read the stickies in NationStates and International Incidents. For the UN, well ... the UN stickies are pretty useful. As for your region choice, this very forum is full of posts. Read some of them and pick one. If you don't like your first choice, you can always move again. Don't cost nuttin'.

Yes, as well as Stickys, you can just read the NS FAQ, or even better, get advice from other nations.
With regards to looking for a region, you can always jusst sit around in the pacific regions and post a message asking for region advice. New recruits are often thin on the ground so the likelyhood is that you will be offered a region. Another means of geting region advice is to post a message here. A new nation did just this in the thread and he has had numerous responces from regional reps. Its quite handy.
