To do what you want, go to your Region (that's the Pacific at the moment), then click on "Tired of life in the Pacific? Then move on to a new region.". An option will appear to create a new region.
If you decide not to create a new region, any of these regions (http://forums2.jolt.co.uk/showthread.php?t=371324&highlight=League+Small+Regions) would be glad to have you on board. Your nation would have many possibilities within the regions and in the League.
If you do create a new region, stop by and say hallo. If you apply for membership, we will help you get new members for your region.
