I have jsut made new region(Congruency of Eldritch States) and am interested in making a map for it. Does anyone know any good free programs?

there was a good one that used to be sold mail order out of Dragon Magazine for use by RPG folks (good ol Pen and Paper days), I used it once or twice for AD&D, it is nice and you may be able to find it free now.
one of teh best things you can do is take a real map and modify it with Photoshop or GIMP or something.

The map makers from games like Civ' II or Age Of Empires series is always a safe bet.
