Government efficiency deals specifically with how well income from taxes is utilized... and is therefore independent of the "economic" marker of the nation (which is based more off the nations GDP) [example, my economy is "thriving" and I have a 98% government efficiency]

Most likely their formulas are different, there is some difference, but it seems consistent across the board in the amount they are "off"...
