Just curious about the bold part... has you region formulated who and how to decide whether or not a citizen is mature based on development? Isn't that a bit subjective?
I know...character limit...
What I mean is that people mature at different rates. This means that the current system of maturity-at-18 (or 21) is extremely unfair. A 14-year-old may be mature enough to consume cannabis, but on the other hand, a 25-year-old may not be mature enough to do so. Since I'm not in the mood to go on a long rant right now, I'm going to leave it at that.
As for deciding whether a citizen is mature enough, it would be up to that citizen to prove that he/she is indeed mature enough. Most often, maturity can be seen by simply observing the behaviour of the citizen in question.

That's why I said "perhaps".
I've seen other pro-pot regions, but I think mine's the first to be based on spreading awareness on cannabis and promoting change, instead of just sitting around and chillin' (although you're welcome to do that in my region).
Also, the reason why the list of achievements is a bit short is because I had other priorities until recently, and because I lost my UN proposal rights (countries which endorsed me were deleted for inactivity).
Our region is become more and more active, with more and more nations joining!
Come on! We need new members!

I created my own Pro-weed region called Kerrant (http://www.nationstates.net/cgi-bin/index.cgi/38151/page=display_region/region=kerrant)
Kerrant and RFCSN are have partnered to form a the Pro-cannabis Region Alliance (PCRA). Other pro-cannabis regions are welcome to join.
