I was wondering if anyone would like to join me in a new region, where I can practice some governmental theory. Here is the constitution that I built from scratch.
The Provisional Government of
the Republic of Atreides

Preamble
We the People of the Atreides, in order to provide for our common defense, ensure justice, freedom and peace among and between our nations, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do establish this Constitution for the Republic of Atreides.
Article 1
The Bill of Rights
The following are recognized as the inalienable rights of the member nations of the Atreides.
1. Self-determination. The general government of the Atreides shall make no law or regulation governing the internal operation of any nation state within the region. Each nation state will maintain the right to govern itself in accordance with its own customs and desires.
2. Freedom of expression. The general government shall make no law restricting the freedom of speech, press, religion, belief, or ideas within the Atreides beyond those rules governing all participation and etiquette in NationStates. In keeping with the NationStates rules of etiquette, the following behaviors will constitute grounds for immediate ejection from the region and reporting to the game moderators.
3. Posting of any content considering spamming, including content that is obscene, illegal, threatening, malicious, defamatory, or otherwise understood to be spam. This applies to a nation's name, motto, and other customizable fields, any messages written, images posted, or any other content uploaded or linked to NationStates.
4. Also prohibited is the practice of "griefing." Griefing is playing with the primary aim of annoying or upsetting other people. If done, the game moderators may take action against you.
5. Attempting to steal another nation’s identity, since this is fraudulent behavior and breaches the NationStates terms & conditions. The same applies to any attempt to impersonate another player, including attempting to hack nation or region passwords.
6. Known member nations of invader regions and groups may be ejected at the discretion of the President, or the UN delegate if so empowered.
7. Reservation of powers. Powers not enumerated in this Constitution shall be reserved to the member Nations.
Article 2
Constitutional Basis
The Provisional Government of the Republic of Atreides and its agents and agencies hereby adopt and incorporate as a basis of its foundation the plans and powers of this constitution.
Article 3
Creation of Government
There is hereby created a Government of Atreides whose Executive branch shall consist of a President, Vice-President, a Council of State which will act as the legislative branch of the nation, and a Supreme Court, to act as the judicial branch of the nation. All members shall be elected from the People of the Republic of Atreides.
Article 4
Powers of the Council of State
The Legislative Power shall be vested the Council of State, and shall sit for a session in duration for two weeks. Each member of the Council of State, except for the President and Vice President, shall serve for a term of two weeks. The Five Members at Large shall be appointed to there position by the President. Any official may be recalled by a 75% vote of the people. All members shall have moderator status in the forum.
The Council of State enacts the laws, determines taxes and decides how public funds shall be used, and shall use all means necessary and proper to do so. All treaties and foreign agreements must receive the endorsement of the Council of State in order to be valid and binding. All legislative bills must be approved by Council of State before they can be submitted to the President for Assent.
There shall be elected the following positions to the Council of State from the People of Atreides:
President
Vice-President
Minister of Foreign Affairs
Minister of Defense
Minister of Information
Minister of Internal Affairs
Minister of Justice
Article 7
Duties and Responsibilities of Officers
The duties and responsibilities of Officers shall be consistent with this Section.
Duties and Powers of Positions of the Council of State
President
The President shall serve in the position of Chief Executive for the Republic of Atreides and shall be the Chief Spokesman for the Republic. He shall serve a term of one month. The Following shall be the Powers of the President:
The President will serve Commander in Chief of the Army and command all Military forces in times of peace and war. The President has the power to appoint any and all foreign envoys. The President shall have the power to negotiate treaties of alliances, annexations, commerce, and recognition with foreign nations, upon the approval of the Council of State with a 51% majority vote. Upon the acceptance of a bill by the Council of State by a 51% majority, the President may either sign the bill into law or veto it, within 5 days of receipt. If the President vetoes a bill, the Council of State may override the veto by accepting the bill with a 66% majority. The President, once in each term, will present a report of the State of the Republic to the Council of State and recommend to their Consideration such Measures as he/she shall judge necessary and expedient. The President shall serve as an administrator of the forum, but shall appoint such officials that he/she feels necessary and expedient in running the forum. The President shall also serve as UN delegate.
Vice-President
The Vice-President shall perform the duties of the President in case of death, absence, or from any inability of the President, during which time a President "pro tem" shall be appointed to perform the duties of the Vice-President in the Council. In terms of election, he shall be the one who received the second most votes in the election.
Minister of Foreign Affairs
The Minister of Foreign Affairs is responsible for all matters of intelligence, including the recruitment and investigation of new applicants. The Minister of Foreign Affairs main priority is the creation and maintenance of foreign relations with other regions and nations.
Minister of Defense
The Ministry of Defense will be responsible for advising the President on affairs pertaining to the use of military force and the defense of Atreides. The Ministry of Defense will also be responsible for commanding any militaries raised by the Council of State, and coordinating actions between the different branches of said militaries. The Ministry of Defense shall not enact a draft or other form of coercive conscription to men into the military.
Minister of Information
The Ministry of Information will be responsible for advising the President on affairs pertaining to the rules of entry, census, membership information, and methods of communication within Atreides.
Minister of Internal Affairs
The Ministry of Internal Affairs will be responsible for advising the President on affairs pertaining to the interaction of members of Atreides, including what matters should be brought before the Supreme Court. The Ministry of Internal Affairs will also be responsible for coordinating financial interactions between member nations. The Minister of Internal Affairs shall also manage the forum for the President.
Minister of Justice
The Ministry of Justice shall ensure that all trials are performed according to constitutional law, that all charges presented are credible, and prosecution of all trials involving the state.
Article 8
Operation of Meetings
The operational rules and procedures of all meetings involving this Republic or its agencies shall be by the Atreidian Rules of Order 2004.
Article 9
Supreme Court
The Supreme Court is to be made up of a minimum of three and maximum of five members to be appointed by the Council of State. The terms of office shall be one month. This Court will have the authority of open review of all decisions made and implemented by the Council of State. Upon review, their duty is to report in open forum and make recommendations to any office that may be affected adversely by the decisions made by freshmen office holders. The Supreme Court shall also here any cases between citizens, the government and its citizens, and the government and foreign governments as they pertain to the law.
Article 10
Election
As the cornerstone of free government, elections shall be held freely at specified times in the Republic. Elections for two week offices shall be held on the 12th and 28th of each month, and lasting two days. Elections for one month offices shall be held on the 25th of each month, lasting three days. Elections shall come in the form of polls in the forum. In the case of the President, the election shall take place in the forum by the same process. However, those nations who give the man the victory, shall also endorse him, making him the UN delegate as according to Article 7. All those running for office must register by the two days before the election.
Article 11
Ratification & Amendment
The Ratification of this constitution shall take place as soon as 10 nations endorse it.
Whenever an amendment to this constitution is submitted to the Council of State with the written endorsement of ten citizen Nations, it shall be the duty of the Council of State to poll all citizen nations concerning the proposed amendment for one business week, after it is passed by the Council of State. If 75% of the nations ratify it, it shall become law.
I need 10 nations for this to be effective, so please consider it.
