i am new to nationstates, i have a question, i was hoping someone could help me out.

Q) how do i vote on UN proposals (i am a UN member)?

i see that i can propose a resolution, and i can vote to repeal a resolution, but i still cannot vote on any proposals.

only delegates can vote on proposals, un members can only vote on resolutions.

And you do have the required two endorsements to make a proposal. The North Pacific does allow you to have that many endorsements. Being delegate, you also get a lot of spam to support various proposals. If you are not very active, you would not want to be delegate, especially for a region like mine. Have fun. Good luck.
