I finally had gotten my Civil Rights up to Supurb, so I set my country to "No Issues" as I was told my ratings would not change. They did not for about a week. Then just today, my Civil Right level dropped to excellent. What gives?

Your in the UN, the UN resolution decision changes your nations stats as well.

Yeah, the resolution just passed was 'a resoultion to restrict civil rights in the interests of moral decency' and category 'mild'. Therefore your civil rights took a hit.
