Crime -- especially youth-related -- is moderate, probably because of the country's utter lack of prisons. ClappingLand's national animal is the leper, which frolics freely in the nation's many lush forests, and its currency is the cigar.

The first ones are the results of how you've acted on your issues. They aren't related to eachother, so contradictions are quite common.
The part about prisons is caused by how the issue validity works. Your nation is set so it has 'no prisons,' but obviously the editor of that issue neglected to put in a 'not valid if nation has no prisons' code so you still got it.
