The Military IGC Message

You are sitting at your desk, working on issues to be tackled, when suddenly, your Army Minister bursts in through the door. Angry, you ask him why he has come into your office when he knew you were busy. He tells you that there is something you need to see. You rush down to the Army Comms Room and see a message being decoded from the VHF signals. These used to be used for television, but have since been replaced. As the message ends printing out, you take the paper with the message on it away, much to the cries of the Comms staff. You make sure the door is locked behind you; you want some more peace, and the Army Minister can be irritating at times. You unfold the piece of paper and read it. it says:

GOOD DAY. MY NAME IS MICHAEL AND I AM THE PRIME MINISTER OF KONQUOR, AND ALSO THE HEAD AMBASSADOR OF THE INTERNATIONAL GLOBAL COLLECTIVE. RECENTLY OUR INTELLIGENCE SUGGESTS THAT TERRORISTS WILL SOON BEGIN TO ATTACK NATIONS IN REGIONS THAT ARE NOT VERY SECURE. IT IS VERY IMPORTANT THAT WE ALL EITHER MAKE OUR REGIONS MORE SECURE, OR THAT WE CREATE SUPERPOWERS TO STOP THE TERRORISTS. YOU MAY CHOOSE ONE OF THESE OPTIONS, BUT I HAVE ALREADY BEGUN TO TRY TO MAKE A SUPERPOWER REGION. IT IS THE IGC, AND AS I MENTIONED EARLIER I AM HEAD AMBASSADOR. IF YOU WOULD LIKE TO JOIN, YOU NEED TO BE A MEMBER OF THE UN, AND YOU ALSO NEED TO WIRE ME FOR THE PASSWORD TO GET INTO OUR REGION. YOU DO NOT HAVE TO, BUT IF YOU DO THE IGC GETS STRONGER. THANK YOU.

You then fold the message up and think about the message, before getting back to business....
