I have a theory that many, but not all of the votes cast in UN resolutions are not based on the text of a resolution, but rather on the game category and impacts. I call this fishing for a specific UN category.
The reason I'm suggesting this is because about 1/2 of the arguments against my current resolution and my prior Tracking Near Earth Objects resolutions were specifically stated (in public) as against the category. Interestingly enough, when I submitted my Needle Sharing Prevention resolution, a small fraction of the arguments in favour of the resolution were also focused on the game stat category and not the resolution text.
Naturally there are probably more nations that actually review the game text, but I find it very interesting that the official policy of the moderators is to never tell us exactly what the consequences to our game stats for daily issues are, but we know exactly what the game stats consequences for the resolutions are ... and for good or bad, I feel this represents a bias in the UN voting records.
The cold hard truth is I submitted this resolution originally as a "Political Stability" issue (not Moral Decency after review by the moderators) because I am running a bit of an experiment on NationStates. I was curious to see if a "EVIL" resolution category would stand a chance in hell in passing.
Yeah, I know bringing this hear now might change the vote, but: (1) I've already challenged the idea of voting blind on daily issues versus attacking an idea based on a UN category in the UN forum, and (2) I am going to guess that anybody who actually takes an interest in the Technical Forum actually might want to pay attention to the voting trends here as well.
I'm tracking how some of the Delegates have been voting to try and figure out if there is a liberal / conservative bias based on game stats vs. resolution text, and would love to swap observations for others who also enjoy the NationStates "ant-farm". ;)
p.s. I'd argue that in NS2 that UN resolutions should have no category, but that the UN Secretariat should *assign* a category *after* adoption of a resolution. Now that would really make the game interesting! :) The UN Secretariat (game mods) could release a preliminary report on what they think might be the impact, but I'd encourage them to be "wrong" about 1/2 to 1/3 of the time. It might give them a chance to moderate and roleplay at the same time ... and have some fun at the same time.
