How do you 'boot' a UN Delegate of a region and elect a new one?

You have to get more endorsements than the incumbent Delegate.
Then I automatically become the new delegate? Because I do have more endorsments than him.

If you have *more* endorsements, you'll become delegate at the update, which is around 9-11am GMT.
