The only nations which can endorse you are other UN nations in your region. Since it looks like there's only one other UN nation in your region, you'll have to get The People's Republic of Fwiffoland to endorse you if you want to become delegate of your region, or persuade other regional members to join the UN then endorse you.

This doesn't really have anything to do with the UN. See if you can give people a reasonable motive to move to your region and endorse you. I suggest you stick with asking your present regional members to endorse you, though, it'll probably get you further.
