I've noticed it just sorta goes, like... up.

Does everyone eventually end up with 100% income tax?

Not always, my friend went from 25% to 0%, but once you get to 100% its really hard to get down, and if you do get it down it just goes back the next day.

i don't know about always but that is one of the things that seems a little bit 'off' to me about 'the game'

what i suspect is that if your priority is anything other then economics (such as welfare, environment or even warfare) it will, and even then there's no guarantee it won't.

what i suspect is this is one of those things like population that has been simplisticly simplified to keep the game mechanics programing managable for those involved in creating it.

i do know of several totaly non-monitary 'economies' that have tax rates at 100% (including my own). what precisely that means in such a context is among the very few things that are beyond my immagining.

the implication perhapse would be that everything everyone does is for the government which is kind of doubly absurd in my own case, where the actual overhead of 'government' as appearently depicted by game mechanics somewhat exceeds that as conceived by the priorities expressed to by issues and baseline policy. (and is still not THAT high even so)

(perhapse the misperception is that because we prioritise social and environmental consciounciosness that everything is run by/part of 'the government'. and while it is true that some claiming to be social consciouncious countries have been run or attempted to be run that way, that all of neccessity would be is patently false)

but of course i'm not writing these things or trying to run it. just offering an opionion stating my own perceptions.

It can go all the way up, it can also fall all the way, and even sometimes it'll stay the same.

You can cut tax rates with issues, and if you get to 100% it is easy to get down, provided you actually stop spending.

Tax increases when you choose to spend on some issue.

The best way to avoid this problem seems to be to set up your government with the Libertarian option. My two countries, both set up this way, both lack an income tax. I briefly had a 1% tax as a result of military spending, which disappeared after a few days. Seems to be a great way to prop up the economy as well. I've been in the Corporate Bordello and Capitalist Paradise categories, with a brief stint in the NY Times Democracy category. Currently my economy rating is All-Consuming.

Perhaps I can take others' advice on the Civil Rights category - still hovering around Average there.
