is there any way to restart the game if preferrable?

You can't restart the game, but you can start a new nation.

If your choices on the issues have taken you down a road you don't like, your always allowed to make a new nation and start again.

Actually, what Neo England said is why Meriadoc exists in the first place. My old nation was called "Roosborg" but after I realized that it was such an incredibly stupid name, I considered the fact that I am known as "the Hobbit" (big, hairy feet are why) and decided to go Lord of the Rings.

I have plenty of nations, ranging from a pacifist modern-tech nation to a totalitarian alien empire. You don't like one? Create a new one. I will say, though, that if you're patient and choose only the right issues, you can change your existing nation to pretty much any type you want. It may take a few issues, but you can go from a free capitalist state to an oppressed communist one and back again if you pick and choose your issues. But yeah, if your name is what's ailing you, you can create a new nation but I don't think it's possible to reset one.
