What choices should I make to create an economically sound empire with the Benevolent Dictatorship definition?

Strongly Disagree Without democracy a coutry has nothing
Strongly Agree Marijuana should be legalised

Just make sure you keep personal and economic freedoms high while ruthlessly squashing any suggestion of political freedom.
Here's the nation. I ended up as Father Knows Best, but I just made an issue answer making myself in charge of all decisions. Should do the trick ;)

Yeah, you had compulsory military service, thats a major civil rights knock, and Benevolent Dictatorships have high civil rights
