Question about private enterprise being illegal

I have a question and I wasn't sure where to put it, but I think this is the right place. If I create a nation and in the description it says private enterprise is illegal, am I forever doomed to have private enterprise illegal, or will I eventually be able to legalize it? This is the first time that I've had to deal with illegal private enterprise, so I've never had issues dealing with this sort of thing. Anyone know?

Ok. Here we are...I have a nation called HotRodia II that serves as an Ambassador to Wysteria. It originally had private enterprise outlawed (and I created a thread bemoaning that fact), but after many months of laissez-faire responses to issues, it seems to have lost that characteristic. That's the best answer I can give you. Hope it helps.

There's an issue about it that's only recently been put in. I've had that problem myself for more than a RL year. Don't worry, the issue will eventually come up.
