Ahem. All the nations that I have ever see with this high of Civil Rights were spending much of their budgets on Social Welfare and Environment, and I don't coddle my people like that. Besides, the Civil Rights category does not strictly correlate with personal freedoms, and Max said so in that thing they call a FAQ I believe.
