You have to increase civil rights and decrease political rights. However, leave them a few political rights. You'll want civil rights to be suberb or better. It is hard to maintain one. I have a Benevolent Dictatorship: Kutou-koku, and this is how I got the title. Just make sure you vote on issues cautiously.

Ok, right now, you have the level of political freedoms that will get you this. Now, when you get issues, take a stance that will increase civil rights for your people. Avoid anything that makes life harder for them, even economically.
