A friend of mine just lost his country because he's been inactive for too long and the problem is that he was the founder. How does someone take control of a region so they can update the World Factbook etc?

Your friend can get his nation back by requesting via the Getting Help page (http://www.nationstates.net/cgi-bin/index.cgi/page=help).
In the absence of a Founder, the UN Delegate has full Regional Controls.
