Why are some nations eager to get exactly 60 endorsement?

I have come across two nations in the Pacific Region who state that their aim is to achieve 60 endorsements. Why 60?

I thought "The Pacific" Delegate was still ejecting anyone who collected more than 15 endorsements without his permission.

Has this changed?

Francos Spain started off with an undefined threshold for ejections. Then after starting the NPO he made a civil code which stated anyone with over 15 endorsements would be booted. Some months ago this was 'relaxed' to 40 endorsements.

Neither the 15 or 40 endorsement limits were strictly enforced, but they did provide a handy excuse to kick someone if so desired ;)

I have no idea what the current limit is, if there is an official one, nor do I think it realistically matters. If Unlimited wishes to boot a nation, he will boot that nation, and an excuse can always be found if needed.

The endorsement cap hasn't been 15 for about half a year (although the ADN still say it’s 15 for propaganda purposes), when we were under constant attack and it was necessary to keep the region safe from invaders. The cap was then raised to 40, as terrorist activities had eased off and we were no longer under such threat. Today (until the new cap is announced later) the cap is being treated very leniently and enforced on a nation-to-nation basis. For example, a nation recently went as high as 90 (before leaving the region on their own volition), and faced no retribution, while another nation (which was a known invader) was ejected for having little over 50.

The Pacific does not eject nations for nothing, as many would want you to believe, we only seek to keep our region safe, as every other region does. If we eject more people, it’s only because we are under constant attack while they are allowed to grow peacefully. The only nations I have ejected in my time as delegacy have been known and adamant terrorists, invaders, spammers and about a dozen and half a dozen puppets of Trezville and Crazy Girl respectively.

Perhaps, then, that's the reason for them wanting 60 endorsements: just to spite the delegate.

I don't know much about Pacific region politics. Just an possibility.

My guess is so he could either become Delegate or try to hold on to a Delegate Position.
