Other than changing your stats... does answering issues do anything?

Yeah, say there is an issue (and there is) where the options are to bulldoze part of your forest for uranium deposits. If you do this, your economy goes up, but your environment gets worse. If you choose an option where you don't mine it, your environment gets better but your economy gets worse.

So really, once I am at setting I like (WB Civil Rights, WB Political Rights, Frightening Economy...) I can just ingore the daily issues?

If you keep careful track of your issue choices, you can definitely use those choices to role-play out different scenarios if that's your cup of tea.
