So, I started a new nation the other day. I was depressed to learn that even though I wanted a primitive country with no electricity, I'm stuck with an IT industry. Even though I wanted an old school monarchy, I've had to ban elections--as if I'd have ever allowed them.
My question is, is there any sort of casuse & effect to the logic of issues? Or are they purely random?

There are issue-trees. So, if you say... ban cars, you will later get an issue saying 'Oh, whatever shall we do without cars? Give us our automobiles back!!!'.
As of yet, I don't think there are any issues that give you an 'old-school' nation, though there are some that make it more traditionalistic (nobility, trail by combat) and you can make issues to further old-school it.

Another option, of course, is to simply RP your Nation however the hell you like, and completely ignore what the "My Nation" screen says...
There is a cause and effect system, however it is quite simple and can be inadequate in some instances.

Your nation starts based on the questions that were presented to you. This will simply give you a rough sketch of your nation. As the proud owner of ten puppet nations, I have to say that through experience, your nation can come out 100% how you wanted it, or, it can be completely off. Example, last night I founded a new nation (Nurul) which I, for some perverted reason, would like an imploded economy. If you check it, the economy is listed as "Very Strong". Obviously, I didn't want that, and it sounds like you don't want what's going on for your nation either. In other words, your country is very rough right now, but by answering issues, you can mold your country into however you like it. As stated, it's unlikely you'll be able to get an "old school" nation...as I believe all these nations are set in futuristic times. However, you can always do things such as ban schools, cars, and do your best to put your nation back in the stone age.
