1. How do I declare war? Is there any indication beforehand of who is going to win?
2. What are the positive things about joining the UN? What are the negatives?

1. You do war by RP. There's tonnes of stuff in International incidents on it.
2. Positives about joining the UN:
You can vote on resolutions and propose them.
You can collect endorsements and become the Delegate giving you powers over the region you're in.
You can take part in invading or defending.
Negatives:
You have to abide by resolutions- some of which i.e. euthanasia are controversial.
UN membership can result in your region being attacked and possibly griefed.
