How do I play this game, now that I have a nation, a region, a dossier, and a flag. How do I get a health care rating, for example?

There are several ways to play the game... you can sit around answering issues... you can Role Play in the NS or II forums... you can join a cool region and get involved in its politics... or you can just post on the forums.
As the telegram you got when you first made your nation said,
Because it's brand new, your nation isn't included in the current UN report rankings. But from now on it will be.
We all have a healthcare ranking. Just some of ours is very crappy, like my own :)
Your nation has everything that mine and everyone else has right now. You'll just have to start answering issues to mold it in your own design.
If you're referring the ranking, the post above addresses that. By the time you read this message, you will be in today's UN Report.
As for RP'ing, be sure to check Good RP/Bad RP guides. I never RP, but that's just me. You might enjoy it.
