On FAQ page, it mentions a page called 'Regional Control', how do you access this page?

you can access that page as founder of a region, or as delegate (in a region with founder only if the founder allows the delegate).
you can also view the page with a link: http://www.nationstates.net/cgi-bin/index.cgi/page=display_nation/page=region_control/region=region_name
where it says region_name you put the region's name (replace spaces with underscores). you do need to be logged in for this though, and if you are not the founder or delegate of the region, you can look, but not change.
