I'm having difficulties finding nations that get a higher rating on defence here than mine (62%). I've found two so far, one with 65% and another with 69%, (naturally I hate them both as a result.)

What's your chunk devoted to defence?

Just 41%, although it's my priority.

42%, which is so insanely high that I don't give a damn about the stats.

Commerce are any issues where you have the option of giving government funds to industries, lifting trade barriers, that sort of thing. Administration is probably when you raise taxes in general, creating a socialist bureacratic nightmare that's totally useless.
