I am a fairly young nation, only a few months old. I can't figure out how to make my country's civil rights and political freedoms better. Any help would be good

You just have to sit around and expirement with issues. Choose ones that you think will allow more civil and political liberties, and see what it does to your country. Some issues are really weird and its mostly trial and error...
This will have more luck in Gameplay :)
