I suppose you could start with putting a ban on gambling, while at the same time trying to promote all other private industry.

Just wait for the right issues to come, and answer them accordingly. Nothing will happen overnight with mere wishing.

Actually, I was thinking of waiting for the right issues to arrive, but a UN proposal would also work... if it can get passed.

A UN proposal isn't going to affect what your major industry is... that's not what the UN's for.
