Answer your issues in a more pro-business vein (such as allowing businesses to have a greater say in politics, siding with business over unions, etc.)

It generally doesn't happen overnight, but that will usually cause you to change to one of the categories after consistently answering those questions thusly.

Category- Advice (Goal level, on average)

Free Market Paradise- Get rid of Civil Rights to a point (Few or less), raise Economy (Thriving or more), keep Political Freedom in the middle.
Capitalist Paradise- Raise economy (Thriving or more), keep Civil Rights and Political Freedom in middle.

It's extremely easy to raise Buisiness quickly- pander to corporations, abolish minimum wage, use immigrants as labourers, burn the rain forest for uranium, and so on. Lowering Civil Rights- just let your people have little personal "say", as long as it doesn't have to do with politics.
