World Factbook Entries -- Suspicious alterations seen

Just about a week ago there were claims posted in the regional Civil Headquarters of founderless regions by nations proclaiming they altered World Factbook Entries -- even though they were neither the founder of the region nor its elected UN delegate.

The regions involved that I know of were Atlantic, The Papacy, and Cuba.
In Cuba I was fortunate enough to make a screen of the claim of changing the WFE and the time of its posting; followed by the change in UN delegacy which was several minutes later. (The nation claiming to have altered that region's WFE was The Empire of HAAZ).

I had reported such to both NS Moderation and to NS Administration (the latter via a "Bug Report" email).

Beyond this specific incident which I cited with Moderation in Cuba region, is it possible for a non-UN delegate of a founderless region to alter a World Factbook Entry? I know in regions with active founders only its founder; and if authorized its UN delegate, can enter Regional Control and rewrite WFEs.

I see this question as having both Technical and Moderation implications hence the reason why I am posting it here in the Gameplay forum.

The UN nation delegate changed the factbook, then left the region.

The non-un nation making the claim was likely a puppet of the UN delegate.

that was just an invader who moved in, altered and left, then dropped out of hte UN.

Just some friendly advice: Though the current game bug that lists your allied delegate as having been there awhile, make sure that you don't just rest on a statement like "let you stay" to a native like The Latin Kings.

I know NS Moderation and Administration has alot of things to do that are a higher priority, so whenever you can consider my complaint about HAAZ that I lodged a few days ago is fine with me.

My screen of the Cuba region and the posted times of the WFE being in effect BEFORE your delegate was elected is what is at issue here.

The only safeguard for founderless regions in NS at this point is to ban without question HAAZ-aligned invaders
