A question about Political vs. Personal freedoms...

I recently received an issue concerning the book Jennifer Government, which some critics feared would cause instability because it made fun of my government type (Capitalizt). I decided to not censor the book and leave it on the shelves.
However, the issue made me wonder... is censorship an issue that deals with political freedoms, or civil rights, and which would be more likely to change as a result of my decision?

I think this issue deals with political freedoms, personally, because to censor someone or something that criticizes the governmetn as books sometimes do takes away from a citizen who has the right to read as they please.
I immediately thought "political rights" but I thought for a moment... what if the book isn't political? What if my book about the history of hockey sticks was banned just because the review staff thought it sucked?
More ammunition to say that there is no difference between political, civil, and economic rights.
I think it's both a political and a civil right.
A civil right to speak your mind.
A political right to criticize the government.

Yeah, I thought it might be both too. Under other circumstances it might not be political, but Jennfier Government was the book in question, which just so happens to be a satire on my current government type per the UN: capitalizt.
