Does anyone know how to determine when NS Checks all the endorcements in the region to find out who the delegate is going to be for the next day? Please respond with either how to find out or the standard time (and time zone)

The update is about two hours long, so each region updates at a slightly different time. The easiest way to find out is to move a nation to that region and keep hitting refresh every 5 minutes to see when you get your daily issue. Updates currently begin roughly 10am British time as near as I can figure.
