Regional constitutions

If you're in a region that has a constitution, I've got a question for you:

Do you consider amendments etc. accepted if they've been voted for by the majority of voters, or only if a certain number of nations in your region (say, half) have voted and a majority of them voted in favour?

A minimal quorum has to have been reached in order for the amendment to be valid. This is to avoid the possibility of one nation being the only one to vote (for whatever reason) and thus being able to modify the Constitution all by itself.
