Er, that a good thing or a bad thing? It translates into either:

A. People don't commit crime in my game nation. :D

OR

B. There is ignorance by my game nation of what is really going on. :(

It means there's just about no crime at all and that your police force is very bored.

depends whether you want to fashion it after your own political ideals, and care for its people or either that or you deliberately torture them ;)

thats a good point... its like when you have the best arms manufacturing sector...are you talking about weapons or prosthetic limbs?

The Arms Manufacturing Industry refers to weapons- Guns, Missiles, Nuclear Bombs, etc.

The reason behind this is that it's the Military Issues that tend to affect it the most- especially the Space Program, the Orbital Weapons, and the Military Funding ones.

And Roycelandia has no crime at all... I interpret it to mean "All the criminals are shipped off to Penal Colonies". :D

To conglom what other people have pointed out, crime being totally unknown can mean either that education is extensive and poverty is down, thus nipping the problem in the bud before it can begin; or, your police force could be brutally efficient, incarcerating with no reason and using all manner of nastiness until there is absolutely no crime here, no sir, and there's CERTAINLY noone speaking badly about our brave and noble police officers, ha ha!
