Micketania

I'm relatively new here and wondering about siomething.
At first I created the Republic of Micketania, now the Most Serene Repuiblic of Micketania, which came up as an "Inoffensive Centrist Democracy". Wanting to try a different form of government, I created the Theocracy of New Avignon, an "Iron Fist Consumerist" state. Micketania is in the UN, New Avignon is not. They are in different regions and not pursuing a common agenda.
Is New Avignon considered a "puppet" of Micketania? I'm running across that term and not sure what it means here. If not, what is the relationship according to NS other than having the same creator?
Also if I create more nations to experiment with different forms of government, what is their relation to Micketania, New Avignon and each other?
