Is there anyway of knowing when a nation is active without telegraming them?

At the bottom of their screen it says Last Government Activity, but I'm not sure what Government Activity includes.
i have looked at that but it will say "last active 20 minutes ago" but they sent me a telegram 18 minutes ago.

"Government Activity" is time elapsed since last login, I believe.
