I need to get my (currently 'reasonable') economy up. Any tips on how to answer issues to do this, as I recently got the Uranium issue and I selected "destroy the rainforest in favour of better business", yet it had no effect :( .

It probably did, but the gain wasn't enough to trigger a new level. Just keep at it.
As for issues, avoid raising taxes too much.

Just keep choosing issues answers that'll boost your economy continually. Raising taxes doesn't matter too much, at least in my choosing, and stick with it.
