I've been keeping a spreadsheet of all my vital stats (makes for a more efficient government). Here's what I've been, and how many NS years I've been at each:
Inoffensive Centrist Democracy - 4
Left-Leaning College State - 1.5
Anarchy - 0.5
Capitalist Paradise - 2.5
Capitalizt - 26
So I guess five. And I've made Civil Rights Lovefest and Libertarian Police State (the best title I've ever heard) puppets.
Interestingly, the Capitalizt streak came in the middle of my current form, Capitalist Paradise (which is made all the better by zero income tax - I just love pointing that out :P )

Yeah, because the questions you answer at the start determine what you get. If you start off with a Corporate Police State you will never become an Anarchy.
The most rare is a Free-Market Paradise and i have one of those. :P
