question on intra-regional war/conflict

About a month or to ago I started my own region with a friend and we now have 20 nations and about 10 people. Once we've finished drawing up our map, we plan to have a bounch of wars and related stuff, however, we're kind of lost as to ho exactly to set up these rules of war, and how the role playing/military actions would be acted out. I am loooking or any ideas that other regions have used when trying to create the ground rules and style for war in their regions.

All responses are greatly appreciated.

Part of the idea of role-playing is that all the rules are up to those involved. Thus, sit amongst yourselves, and determine the hows, whys, and whats to war; draft them down, agree to them, and have some fun trying it all out.

It's a trial and error process really.

You could have them as warGAMES, thus making it a more realistic and simpler affair.
