World Factbook Entry: A Regional Congress of Integrity shall be maintained with a single Representative from each state. The Congress may vote on regional protocol, policy and the maintainence of law and order. Each standard Representative is allowed one vote. UN Member State Reps are allowed two votes. The Dominion of Bete Noire is the Region Secretary.
