It seems like no matter what I do, my government always ends up being a beaurocratic mess... is there anything I can do about that?

It's sometimes hard to tell which issues increase your government's size and which decrease it - personally, mine's always been a Byzantine mess. However, if there is an option to "leave things alone" and let people work out a dilemma for themselves, this will often reduce government size. Also, if you cut your government spending or tax revenues, this can reduce the size of your government.
