I'd like to see some sort of mass communication system that you could use. I'm thinking like radio frequencies, and you can tune into one of a couple of million different frequencies. That way you can broadcast to many people at once with only a very remote chance of being overheard. There'd also be frequencies for the news organisations and stuff.
The other thing I'd like to see is some sort of currency that doesn't depend overly on your economy. It'd be freely exchangable, so you could use it to bankroll large invasions by bribing people rather than needing loads of allies. Possibly something based on your population, I dunno.
