basically youwill get them as you earn them, as rewards of favors from your region mates.

In most regions you get them as soon as people start to notice you.
If this doesn't happen, ask politely, after you get involved in your region, or endorse people whom you agree with or whose nations you like, and some of them will endorse you back.
Don't move into a region and endorse everybody immediately, or it will be seen as a move to upsurp delegacy and may get you evicted.
