All issues effect a different aspect of your country's system. If you spend a lot of money on different departments, such as health, social welfare, or the military; your taxes will always go up.

Is there a way to make them go down? I'd like to abolish them if possible.
Have no laws, no stances, and essentialy no governing system what so ever.

Well... "Tax Time, Accountants Excited" is a good one, as one of the options is to reduce taxes. Also, many of the options that argue against government programs in other issues are good for tax reduction. Ballotonia's thread, NationStates Issues **SPOILER ALERT** (http://www.nationstates.net/forum/viewtopic.php?t=53919) lists all the issues, and all the options, and is a very handy source. Skim through and you'll start to see which issues to look for.

In regards to heavy taxation. I'm sure the issue must have come up before, but what is with the average tax rate of 100%? That makes NO sense. Set taxes at 100%, and you raise ZERO revenue. LOWER taxes too 99% and you've INCREASED your revenue. Laffer curve, anybody???

I believe the common explination is "communism".
The better question is "If the average tax rate is 100%, how is anybody paying higher than average taxes?"

This is theoretically possible. Suppose a gov't that really, really hates the wealthy comes to power. In a bid to get the rich to disgorge their assets, this gov't imposes a 120% income tax on some group of people (say, everyone who holds a management position above certain level, or has an MD degree, - or some other criterion). If the targetted individuals choose to comply with such confiscatory tax law they'd either have to quit working for an income, or dip into their savings to pay. - And that's just the income tax. With all the other taxes that a gov't can potentially impose it's easier still to push the combined tax rate above 100% of income.

Just remember that every time you endorse a new spending programme or impose taxes on consumption your average tax rate rises.
