What happens when a 'Founder' dies?

In a region where the founder is a UN member but the 'UN Delegate' is someone else what happens to the powers of the founder should their nation cease to be?

Are they transferred to the reigning UN Delegate or dissolved or can their nation not die?

In the event of the death of a Founder, the Delegate is automatically granted access to Regional Controls. However, unlike in the case of the Founder, this access to Regional Controls is not permanent (ie it exists only while the nation in question is the Delegate), and does not give the Delegate the right to eject large numbers of resident nations. As far as rule enforcement is concerned, the Delegate of such a region is not its owner and cannot simply do as (s)he pleases.
