How do I get my nation be more concerned with Defense?

I want my nation to litteraly be RULED by the Department of Defense. I'm dismissing all topics that have nothing to do with military actions, yet I still am not fully getting my nation to be concerned with Defense!

you sure? I've been patient with your advice for 2 weeks + now
yeah, just put more money towards military in your issues. check all issues for an option to do taht. most of them have an unusual option down the bottom or somthing.
