Why/How did this happen? I already passed legislation on the compulsory voting issue and then I get it again in less than a week. This is irritating. Has this happened to others? Is this normal?

It's happened before. It's happening now. It will happen later.
You can't avoid it.
read the other thousand threads about it in tech.
basically, until you are 30 days old or somthing you will only have a maximum of 30 different issues you can get. bassicaly, it would be just to hard to code in teh extra bit about not getting a certain issue. (perhaps not hard but big)
