THE REGIONAL COUNCIL: A TOOL TO INCREASE DEMOCRATIC FREEDOMS
To improve democracy in each region I propose a new organism in each region: The Regional Council.
The president of this Council would be elected by all the members of the region (not only the UN-members). Then each country could submit a proposal (that only concerns its own region) and then all the members of the region shall vote it.
If approved, the proposal will be automatically implemented in all the members of that region, affecting the nations very strongly.

while that may be good, it would never be implemented. It would require a lot of coding, methinks
We need new settings in this game! Notice that we can only:
1. vote on resolutions
2. check out the rankings
3. see is a U.n. resolution is at vote

I think a council in which every nation (not just the UN members) can vote is a bad idea, because one or more players could bring in multiple nations and take or fight about region control, leaving the fair players with only one nation in the region in the cold.
Maybe people don't want to join the UN because they don't want to be bound by UN decisions. I think that problem could be solved by splitting uniqueness from UN membership. One player could have one of his nations apply for 'Prime Nation' or whatever it would be called, and uniqueness could then be checked. A 'Prime Nation' could then join the UN, or decide not to, or even decide to join another organisation if there would be one.
