Login in using your nation's name along with your chosen password. From the login screen you are taken to the basic description of your country, in which you see two links under the description. One is for a telegram and the other is an issue. View your telegram then delete because it's just a welcome message. You ten go to your issue. There is a link in the left-hand column. If this is your first time, then it'll be asking if you want to make democracy compulsory.
The left hand column looks like this:

REGION - region is the name of the region. By clicking this, you are taken to your region's HQ, where you can interact with other players
The World - a listing for all the regions & nations in NS
United Nations - fascist sovereignty violating entity, also known as the UN, which is where international issues are voted on. Only members who belong are bond to UN law.
